Mary Davies is an expert with over 25 years experience undertaking and delivering high quality economic advice on competition, regulatory and consumer issues to senior decision makers. She draws on skills gained in market analysis and assessment of anti-competitive behaviour whilst working on investigations and market studies for Office of Fair Trading (1999-2014) and Competition and Market’s Approach (CMA) (2014-2015) across a broad range of sectors including: construction, housing, transport, automotive, retail, health, banking, insurance, education and post.
Mary regularly advises clients on mergers and competition investigations in particular from the viewpoint of UK competition authorities’ approach to market assessment. Recently advised on mergers within the pharmaceutical, retail grocery, food manufacturing and online gambling markets. Has also advised on investigations into the musical instruments and real estate sites markets.
Mary has a sound understanding of regulation gained in her role as non-executive member of the Board of Single Source Regulations Office (2017-2021) that sets the regulatory framework for the UK government’s procurement of non-competed military goods. She has also worked at a senior level in the rail sector as Head of Regulatory Economics at the Office of Rail and Road (October 2015-November 2016) leading a review of Network Rail’s track access charges. She advised the Department of Health (2012-2013) on the implementation of a new mergers regime in the health sector. Mary also spent two years working as Deputy Director of Economics at the Postal services Commission (2008-2010) leading investigations of alleged anti-competitive behaviour by Royal Mail.
